The Registrar's Department would appear to be a more likely place of occupation for a short hand typist and so the upper 'Florence' would be the most likely candidate.
Also, a second card in the site is addressed to Florence Slade (search on her name to find it) and her address is given as Bow. If these cards were originally from the same collection it would back up that conclusion.
